OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES
In compliance with the WHO rules and regulation, based on a comprehensive forecast of the supply needs and in collaboration with the UN partners present (such as the WFP and logistics cluster), plan an end to end, timely provision of quality and adequate supplies, equipment, and consumables for the health emergency operations.
Facilitate customs clearance, reception, transportation, storage, and distribution of supplies to affected areas and populations.
Oversee WHO warehouses and inventory; implement stock control mechanisms.
Maintain the required stockpiles of essential incident management equipment, e.g., personal deployment material, radios, satellite telephones, IT equipment, etc.
Undertake regular field assessments to monitor supply management, stock movements and storage conditions.
Collect, review, and analyse the international and national level approach to possible threats exposing the office and the country.
In collaboration with the Security Regional Adviser, support the Head of WHO Office regarding maintaining the safety and security of WHO personnel, premises, and assets in compliance with UNSMS and WHO Security Management Policies and Principles.
Ensure WHO’s participation in the UN Security Cell.
Establish and maintain contact with all relevant national authorities including national security agencies as appropriate.
Consult and collaborate with the Security Regional Adviser, develop contingency plans for the Country Office as well as for any suboffice, be instrumental in implementing the enhanced security measures; and ensure staff members are familiar and adhere with the related guidelines.
Perform any other incident-specific related duties, as required by the functional supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: A first level university degree in public or business administration, logistic management, or social sciences from an accredited/recognized institute. Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.

Experience
Essential: At least five years’ related experience, at the national and international levels, in managing logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations. Desirable: Experience working in emergency operations.Prior working experience with WHO/UN, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization.Experience or knowledge of import/export and customs administration.

Skills
Demonstrated knowledge of logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.Excellent analytical and organizational skills.Excellent interpersonal skills and ability to work under pressure.Proven ability to promote cohesive action and convince officials with tact and diplomacy.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1913 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
